There is a difference between loving someone, and BEING IN love with someone. It sounds like he loves you, but not the way you want him to, or the way you love him back. If he truly loved you, why wouldn't he just say YES?

I can't really say for sure unless I know why you broke up and stuff... But here goes:
Possibility one: He is still in love with you but is not sure about his feelings since you broke up. If you were in a long distance relationship, it is even more so, coz you can't really forget but it's not the same if you aren't together in person.
Possibility two: He no longer loves you but doesn't wanna say no coz he dozn wanna hurt ur feelings.

well i think i know what this means because i have said something like this before. he may still love you but doesnt want to say he does love you because either he is with someone else or he just isnt ready to be with you again. and he doesnt want to say he doesnt love you because he doesnt want you out of his life. he is afraid that if he says no then you will be like "well forget you then" and u will find someone else. which i dont think he wants you to be with someone else.

just be happy that he still likes you enough to keep you around as a friend. Not everyone is that fortunate. Don't rock the boat, otherwise you'll lose the friendship too!

I think he still cares but not in love anymore . He doenst want to make a commitment . To me thats what it sounds like .Sorta keeping you on his check list .

you probably make him feel good and take up time when he's bored. KICK HIM TO THE CURB...find someone who can hold you, kiss you on a daily, hourly basis if possible...
