The dead-eye stare is a sure sign of disgruntlement on his part. He probably has been wronged by the company and by people in your office. Him staring at you means that you are on his "shiat list" or "hit list". Your name is probably at the very top, as someone he wants to execute first.

if hes not stepping up to the plate, you should be the one to break the ice. ask for a ride home from work "your car is in the shop" suggest you get lunch together, or maybe grab some coffee after work. if hes shy, letting him know your interested will probably spark him to action, and making the first move is ok, as long as its not too strong. i.e. dont ask him out on a date.

maybe he is interested in you but is insecure and shy so someone helping to break the ice is always a good thing, so take the time to help a shy dude out and if it gets weird have an escape route
