In the main nothing, but certain cuts of beef are not steak, while all steaks are beef - unless your talking pork steak etc.
Steaks are generally cross cuts of certain muscles, sometimes comining two - such as T-Bone, which has both sirloin and fillet on it.

Beef implies that the meat is from a Cow - steak is the type of cut from the Beef. Stewing Steak or Braising Beef or diced Beef is the OK for your casserole. It implies it will benefit from being cooked slowly - eg, stewing or braising in a casserole.

You can get all types of steak, tuna, salmon,etc it's just the type of cut. Beef would most likely be rump, sirloin, fillet or rib-eye steak.
