Who makes money from selling these? Can anyone do it?

If you're referring to License plates the states DMV that they're for makes them, they make all the money for them and yes anyone can do it but, what you want has to fall into whatever your states plate guidelines are and that plate has to be available/unused

ALL registration numbers in Great Britain are issued by the D.V.L.A. in Swansea.

This includes personalised registration numbers, or registration numbers which 'become' personalised.

The D.V.L.A. also sells personalised registration numbers, as do many other private companies in the U.K.

Unlike the U.S., where almost any combination of letters and numbers can be used, British number plates must follow a strict set of rules to be legal. You can only have number and letter combinations that are approved by the D.V.L.A.

State DMV: some of them have specialty plates where a percentage of a fee goes to an organization.

Contact the DMV: but there has to be a minimum sale I think

The DMV makes money for personalized plates. Just go to the DMV, I think its like 50 bucks, and they'll give you a personal plate.

Usually it is prisoners who get assigned the task of production for license plates. The DMV has to approve the plate.

Apply at the vehicle licencing office, they will have lists on line as well.some private firms buy them, then re -offer them for sale at much higher prices.

You create them, that is why they are called personalzed.
