I want a Sim card that will not expire until you have made an emergency call.?

not sure i understand.

if you have any sim card in your phone / w or without service you can still make a 911 call .

911 works / should work on anything. check with your carrier and ask. should work on system , it is the only call that will work / even if no dial tone.

Sim cards don't actually expire, you access plan does. However, even after your plan expires, your phone will dial 911. Any old cell phone with a charged battery will dial 911.
