Since she's in heat, she could be developing a pyometra, which is a uterine infection~ it's fatal if not treated. It could also be a urinary tract infection or other bacterial infection,or a virus.I would take her to the vet first thing tomorrow to be checked out.

Take her to the emergency room, because this is not normal for a dog in heat or not. If she is not drinking water than she will get dehydrated. I am surprised, that the shelter didn't fix her, before they gave her up for adaption. This is very unusual. Did you change her diet? Did you give her table scraps? There are many human foods which are toxic for a dog. I would also call the shelter and ask, when she got her last vaccination.
Good luck

I work with rescued dogs... there are some that we get that don't eat much or anything for a day or so. It is a huge adjustment for them.
Check with the vet, and if she checks out okay, then just encourage her to eat but don't force her... and give her a fe days to adjust to her new home. It can take months for a dog to fully relax and adjust.
Dogs can actually go several days (up to 5) without food, and you can supplement her diet (or lack of diet) with Pedialyte, or try warming plain, boiled boneless chicken and plain boiled rice together. Feed her small amounts many times throughout the day, and take her off of kibble for a couple days. But I would definitely make sure to take her to a vet and make sure she's healthy first.
Good luck!
-This isn't normal for a dog in heat, btw.

I would say take her to the vet. Its the least you can do to ensure that she is ok. A lot of times dogs have negative reactions to drastic changes in food. I doubt that she was fed wet dog food in the shelter and it is actually really bad for dogs. You should never feed them wet food. My mom used to feed her dogs wet food and when I would bring mine over, she would get wet food and always came home w/ a tummy ache. My first suggestion would be go to the vet. Make sure that you take all of the paperwork that you got from the shelter. Also, throw out the wet food and purchase dry food. Maybe something for sensitive stomachs. You can always ask at the set store for a recommendation. Good luck!
PS always make sure that there is fresh water available.

I'm not sure where you are, but here in B.C. Canada, any humane society or shelter ensures that the animal is FIXED and healthy BEFORE any adoption.
So it confuses me that she was not before she was re-homed.
Did you contact the place that you got her from? If they are a registered soc., they would have means with a vet and perhaps cover the costs.
She sounds very de-energized (listless) and depressed, only a vet can give complete exam and probably blood work to see if anything's wrong.

With the descriptions of lethargy and not eating one has to consider the possibility of parvo - even if she had her shots there are strains that she can get and it can kill her. It might indeed be something else but either way, she is not well -- being in season doesn't make a female act like this so it is important that she get to the vets asap. Coming from the HS she has likely been exposed to all sorts of stuff - the lethargy is classic parvo... emergency vet is warranted...

This is not normal at all.
A dog should have a bowel at least once a day mine more often.
I would get her to the vets today.
