It would help to know the operating system.
It might be helpful to know that you can send emails to an sms cell phone and have it show up as a text message. So thats how I did my sms-info setup.
A) linux internet server
B) cron job (set to run at certain times)
C) checks certain items (in this case, security items)
D) if it finds important info then it sends it as an email to my cell
Its should be possible to do the same sort of thing on a Windows or Mac machine as long as it has the ability to send emails.

Try ictdialer software.This software is used for sending sms,fax,voice broadcasting.It is open source free broadcasting software.
