Also wanted to know whats a better agency to join between LAPD or CHP? please let me know which one and why.

You can't really do a "better" comparison between the two agencies. LAPD is a major police department whose primary duty is enforcement of laws and ordinances within their jurisdiction. They have many specialized units, and therefore many opportunities for advancement. CHP officers are tasked with enforcement of traffic laws and investigation of traffic collisions on state roadways and unincorporated coutny areas. For the most part, CHP officers do not conduct "regular" law enforcement functions. They don't respond to calls for service for domestic disturbances, theft reports, etc.
All sworn peace officers in California are permitted to carry their weapons off-duty, pursuant to their policy.

A licensed officer is allowed to carry firearms even when off duty. LAPD is better than CHP because it has more prestige.

Certified Police Officers under federal law can carry firearms off duty and in other states than their own, in all US states. Authority to act while off duty is different in different states, but in California, a police officer is always basically “on duty” and has state wide concurrent jurisdiction.
CHP has a difficult and very long police academy, more than 6 mo., but it may be a less ‘intense’ job than LAPD. LA County Sheriffs might also be a good choice if you want to be in the LA area.

Most police officers are required to carry a weapon and their ID when off duty.
Which is better? Depends on what you want to do for a living. One is primarily a city based force and one is primarily responsible for highways and rural areas.

Sure they can, they are commissioned police officers who are technically on duty 24/7.You will have to decide which dept. is best. No one can decide for you. They all have their pros and cons.

They can carry a gun, but why the hell do you want to be a cop? So everyonec can hate you? Not my kinda job. Go be an ice cream man. Everyone LOVES them!!
