When she is standing in front of you, regardless of the time of day! She would not care at all what time you tell her that you like her. She would only care for the fact that you told her that you like her!

Actually it doesn't matter! anytime of day is good... But i would perfer daytime not morning... but close to afternoon!
Daytime is a good time because... the girl would have more time to think and ponder off!

i think around 6ish, after dinner, when her hard day is coming to an end. then when she hears that you like her, it'll make her busy day just that much better.
