I uninstalled a GREAT version of Nero....could system restore bring it back??

NO. If you have the disc or setup file, you can reinstall it. Otherwise try a free alternative such as deep burner deepburner at http://www.deepburner.com/ or dvd flick at http://www.dvdflick.net/

If u have system restore on then u can go back to the date before u erased & restore. U can reinstall the pgm from backup.
If u want old or previous version, u can check out www.filehippo.com

Try System Restore and see if it restores Nero.
If not, try a free alternative like Deep Burner or CD Creator XP Pro.
Google for them.

Almost No.
Files that deleted can be recovered, but registry entries can not be recovered.
