There are so many definitons of it. so im a bit confused.

Tomato concentrate is tomato puree that has had a lot of the liquid removed, making it into something a lot thicker, more like a paste.

Don't exactly know what product you are talking about. Sounds like an organic fertilizer. Since it is designed for fruit and vegetables, it sounds like it would be good for strawberries and tomatoes and whatever you would grow to eat. That is likely all the plants need - depending upon what is in it. Fertilizer should be applied to the root area. The package should have directions for how often it should be used and how it should be mixed. Best to follow the directions. Sometimes the directions are different for potted plants and for plants in the garden soil. To put the plant in the pot, first put in a few stones to keep the dirt from running right out and for drainage. Then some potting soil, the plant, fill with more potting soil. Water straight away as you said. Some potting soils also contain fertilizer. If you are using one of those, then you would need less liquid fertilizer and you wouldn't need the liquid at all right away. Good luck.

Tomato "paste", is basically concentrated tomato "sauce", which is alot like concentrated tomato "juice"... The MORE water that is removed from a vat of processed tomatos- the thicker & more "concentrated" those tomatos get. They're all pretty much the SAME stuff...-and can be used interchangably when necessary...

on the can of tomatos, in order to open, you just have to concentrate.

It's tomato puree. No water added that's why it's thick.
