If somebody has an "Other Than Honorable Discharge" from the Army is there any way to get it change to " Honorable Discharge" I have heard you can do this, but you have to go on the base where you were stationed. Is there any way to get it changed by filling out forms on the web or through snail mail? If you have to go on location how many days does it take, and what days and times can you be there?

Ok I thought there was "Honorable Discharge".
"Dishonorable Discharge" and "Other Than Honorable Discharge". It seems like "Other than Honorable Discharge" could get changed to Honorable Discharge than the actual "Dishonorable Discharge" to "Honorable Discharge".
One of the reasons for this question is because of getting money for a gi bill, which runs out in a year.

Your chances are slim to none to get an OTH changed to an honorable. An OTH usually involves a commanding general being the separation authority and it is unlikely they will change what that general determined was appropriate.
The change you need to make is to the Army Boad of Correcton of Military Records (ABCMR). You do not have to return to the base of discharge. In fact, there is no one there who can help you or will help you. You can probably find their information on the internet. There are also some good resources on upgrading discharges by googling.
Again, slim to none are your odds. Upgrading your discharge would make you eligible for a myriad of benefits that the general decided you were not deserving of when he approved your other than honorable. You have to demonstrate that your due process rights were denied/ignored in the process or that the command abused their discretion to get an upgrade.
The OTH suggest you engaged in misconduct...thus no honorable is likely.

Ok, it is very difficult to get an Other than Honorable (different than a Dishonorable discharge which can only be given at a court-martial) discharge upgraded to an Honorable. Essentially, you have to show the discharge was given in error not that you have reformed since your discharge.
Unfortunately, most soldiers do not think about the long term consequences of not getting an Honorable discharge.
However, it never hurts to try. All they can say is no.
You have to apply to the Board for Correction of MIlitary records that has jurisdiction over your service. For instance if you were in the Army, you would apply to the Army Board for Correction of Military Records. You can find them on-line, just put that term into Google. The application is done either on-line or by mail and you do NOT have to go to the base/post where the discharge is issued.

Hon, in other than honorable do you mean dishonorable if so, no! But a General discharge yes you can get it changed just go to the local VA and ask for a representative of the different military organizations like VVA or VFW or DAV, etc and they can lead you to the right people or call the organization and ask them for a "Service Officer", who will guide you through it.

You can make an application for correction of your record to the Board of Correction of Records for your service. That application must be backed up by concrete evidence that your service made some sort of dreadful error in awarding you an OTH. You don't have to go back to the base where the OTH was issued. I suggest you check with the nearest post of the American Legion or VFW to see if you can gain some assistance in this matter.
In my 25 years of service in the Navy I can recall only one such case in my service being changed. It dealt with a sailor who had been wrongfully discharged with a pre-existing psychiatric condition evidenced by his screaming that his "Chief was a communist". Three years after my retirement and four after his discharge I contacted my old command, had them pull the paper work and get it to the Board of Correction of Naval Records. There was nothing mentally wrong with this man. His Chief was a communist. He was John Walker's partner in spying for the Soviets! Even then, it took another three months.

Yes, you will have to contact the base of discharge. They will give you all the information you need. The information on times and available days may not be the same from base to base, so you MUST contact that base.
No, it can't be done online.

Changing or upgrading a less than honerable to honerable is a myth.
The only one exception is if he could prove it was in error or injustice.
