well dogs and cats tend to become sexually mature between 6 and 8 months
however most males are able to impregnant a female by the time they are 3 to 4 months old
because of this, and because of the thousands of homeless animals that are put to death everyday simply because they have no home, a responsible pet owner would do their best to insure that their dog was neutered (if male) or spayed (if female) around the time they were 6 months old, if not sooner

First of all, you spay a female; neuter a dog. That said, are you asking for breeding purposes or because he is humping everything? If it is for breeding purposes, it is recommended that you wait until about two years old to start breeding. If it is because he is humping everything, that's normal.

Have your dog neutered. For every puppy that is born b/c of breeding, a shelter dog dies!
