Is it true that the PS3 is going down to $399 soon?

I seriously doubt that the PS3 is going down to $399 because the price was just cut on the 60GB model by $100 dollars just this summer. But, there have been rumors going around that a 40GB PS3 is coming out, and that model will be $399. I could never see the 60GB PS3 at $399 for at least another year or two.
