when I hit CTRL ALT DEL winmgmt is always causing a problem if I close it my computer works like is is brand new but when it opens back up cpmuter loses races to snails and rocks please help

It is component of client management in Windows. Generally used in the enterprise arena.
It should be located in C:\WINDOWS\System32\Wbem.
If the winmgmt.exe is located anywhere else, it could well be a virus or malware.
From the sounds of it, you are infected. Run a spyware and antivirus program, and see what they tell you.
Do a search of your hard drive for all examples of winmgmt.exe, delete all of them EXCEPT the one located in the folder I mentioned above.
