Everyone else was hitting on a good point, but i dont think they gave you what you needed. I think your problem could be based soly on what your diet is and how much sleep you are getting. If you feel like that 24/7 im pretty sure its not pre race jitters like one said and unless your short of breath all the time im pretty sure its not asthma. So, I suggest you just reevaluate your eating habits and sleeping schedule. You should always be eating a well balanced meal thats includes alot of carbs and protein since you work out a lot and for that same reason you need to be getting 6-8 hours of sleep every night because that is when your body recovers and rebuilds itself from the events that day. And if you have shin splintsi suggest layin of of the running for a few days and try swimming or biking in the meantime.

The way to correct Shin splints this is to strengthen the muscles at the front of the legs. Lie face down in bed with your toes hanging over the edge. Pull your toes upward against the resistance of the mattress. Try to work up to 3 or 4 sets of 5 – 10 reps each. Good Luck

i felt like that at the beginning of the season, i felt slow compared to the rest of the team, i was always behind people who i knew i could beat, and i had shin spints. well you'll get over it, like im better now. i think it just means your getting in shape. drink lots of water and eat good food too, stretching and icing will help your shin splints, if they start getting worse you really need to change your running plan. good luck =)

maybe not enough iron in your diet. Try to eat balance meals like red meat once a week and pasta before a race.

go see a doctor. you might have asthma. i felt like crap before i got asthma and now im on meds and i feel much better.
you also might just be stressed out. i get nervous before runs sometimes and that makes me feel really really sick. just try relaxing. its ok if you dont come in first.
