In October of 2005 The Iraqi people voted in a UN-certified national referendum for their new constitution. In December of 2005 the Iraqi people elected a Parliament.
The new rules an regulations are whatever the elected representatives of the Iraqi people - working within the Iraqi constitution - say they are.

There are no new rules in Iraq. The new Governemnt is still a violent Government and will always be that way. Look at their history.
