Wow, Tina, you bring up some very good points outlined in your question. I don't neccessarily believe they fine the wealthier teams more substantial amounts. In fact, it's been ever-so-apparent that these teams get away with a lot more than the independents, or smaller teams. NASCAR has its rules on what can, and cannot be done to a sanctioned car, in any of its series. When a team fools around with those essential components, there's the possibility THAT team may gain a competitive edge. I will agree that "actions detrimental to stock car racing", etc. are frequently used to define all of the grey areas that NASCAR hasn't set in stone. Kind of a "if we don't like it, this is what we can say it says in the rule book" type of thing. It's a fallback rule basically. It was refreshing to see an intelligent question asked here. Hope my input was useful.

As for larger fines this does not work. The money in this sport is such any fine from 25,000 to 100,000 is a drop in the bucket. To stop the "manipulation" of the rules team suspentions will have to be enforced. This not only hurts the team but the driver, the owner and the sponsor.
Hope NASCAR can get some consistancy before suspentions.

I think that the harder teams just try to push the rules more then a single car team would because they can afford the fine unlike the smaller teams. If you screw with something you're not suppossed to then you're going to get fined no matter who you are or what team you are. Also, NASCAR uses the big teams as guinea pigs kind of, by setting examples for the other teams as what could happen if they break the rules especially the COT rules.

Not so much the Larger Teams getting bigger fines, I think they are trying to get a set fine per violation across the board. But once broken Crews say that was not so bad they do it again an the fine gets steeper in price! Now it does seem in the Truck Series an Busch fines are not as high.

Not sure.... I would like to know where all the money from the fines go. Maybe to the France expense account or to the Helton mustache grooming fund. NASCAR is corrupt there is not to much we can do about it though. We all love the sport and will watch it till we die. Sad thing is NASCAR does not care what we as fans want.
