Twain is commenting on the idea that sometimes lies are repeated so many times that many people begin to believe the lie is actually true. It happens in politics. It happens with urban legends. Look up "urban legends" in Google. You will find many examples of fictional stories that many people believe to be true. The stories are passed around on email and become accepted as fact. Twain is saying a it is harder to kill a lie than a cat with nine lives.

Cat's have "nine lives" [supposedly]...
BUT people who are chronic LIARS may not be that lucky! Lying may get you in a LOT of trouble... because telling LIES forces you to TELL MORE and MORE lies.. It is a VICIOUS CYCLE of lying...! : ( So the POINT of this quote is DO NOT LIE! : )
People who constantly LIE will ultimately ruin their lives.. OR ruin all of the relationships they have with all of the important people in their lives, that they lie to...

The meaning is that a cat's existence is limited to the nine lives it has, but a lie, on the other hand, has no such limitations on its' existence. Inotherwards, lies are eternal. Lies can go on forever. Lies never die! Lies have infinite lives. Get it now?
