ok i checked the pins on my dell..it has 24 and i match the colors..and all of them match the colors of the standard atx..except for one im confused about..the pin 13 i think..it has two wires a brown and an orange..which orange is a color for the standard atx psu..so does this mean its not proprietary..and i check the 4 pin plug for the cpu it has blk blak brown brown,,

Yes, it's most likely your PSU since it just started after the graphics card install. Graphics cards use the most power/amps. HP/Dell/Acer/etc all use the cheapest stuff they can get away with.

This is currently the best deal around:
http://www.buy.com/prod/corsair-vx-450w-power-supply/q/loc/101/205466485.html
$65 shipped and $55 after rebate. It has high effeciency = less heat, 450watts and 33amps on the +12v rail.

as you said. it seems to be correct but you cannot upgrade any other PSU to your computer since it wont match the system dimensions. so you have to call dell and then ask for an higher watt PSU.

Hi. Maybe, but it sounds more like overheating of the CPU. Check with a program like SpeedFan http://www.almico.com/speedfan.php and see. Vent better or cool with an external fan to try and run it.
