Because if you don't, the warm water will absorb into the pasta and make it go soggy. By having the water scalding hot before you put the pasta in, it cooks faster, firms up quickly so that the water cannot get absorbed into it. Of course, if you leave it in the water too long and overcook it, it goes soft and begins to suck up the water, so you get nice soft, soggy pasta lol.

You have to bring the water to a boil and add salt because that is the only chance you have to season the pasta. If you do not bring the water to a boil it sticks and becomes a big globby mess and is not al dente'. Yuck. I remember the first time I asked my daughter to cook the spaghetti noodles ha ha ha what a mess we had. We still laugh about it.

Yes, wait for the water to boil then add a little salt and a few drops of olive oil. Stir the pasta occasionally to keep it from sticking together.
To tell if it's cooked, take a piece out of the pan and throw it at the wall. if it sticks, it' cooked.

Because putting anything in hot water causes that item to pull some heat from the water, cooling it off. Then you have to take time to reheat the water which extends the cooking time. Boiling water is as hot as it gets so the effect is less.
