The Pope.

The fisherman was always an important symbol to the church - especially given that most of the Apostles were fishermen.

At on point the fishing industry in Italy was tanking. The fishermen approached the Pope and asked him to help. As a result the Pope declared that Catholics should all eat fish on Friday.
