yes they could be in a worst case scenerio, they most likely would get a stern talking to from a supervisor, its called negligence of duty.

That would depend more on the situation than a bright line rule. I personally have been stopped going 90 in a 65 and got a warning. I had a reason for my action which the officer found to be reasonable under the circumstances.
Law enforcement is and has always been selective by its vary nature. If the laws were absolute, there would be no justice.

It is the individual officers own discretion as when a ticket is issued. If such a thing was reported an Officers Supervisor might talk to him about it, but strictly speaking, he can't be ordered to issue a ticket. The old saying thou, he can be made to wish he had.

Law enforcement Officers have DISCRETION in just about ALL misdemeanor situations except Domestic Violence. As long as it isn't Domestic Violence related or a felony, I can give verbal warnings all day

No, he could not be fired. A Police Officer has the discretion on weather to write a citation or not.

You probably won't get fired if you did it once. But if there's a pattern of behaviour, or it's always the one guy you never ticket, then you could get in trouble.

In any real department...At most he would be chewed (oral counseling) out for not doing anything.
I don't usually write moving violations myself. I warn as long as the driver seems "real" and honest about the situation.
