I plan to follow career in the NAVY so I have some questions:

What do I need to do to be seen and recognized in the NAVY, to be appointed for officer position?

I have my bachelor's, is it possible for me to attain my master's while in the service? Will that help me with OCS?

What about my PHd?

Just so I let everyone know, I am a permanent resident, I cannot come in as an officer until I become a citizen!

I am a former enlisted sailor (reserves) who became an officer (active duty).
Since you already have your bachelor's degree, I would first advise you to contact a Navy Counselor. Or you can read OPNAVINST 1420.1A.
Probably the quickest way for you to become an officer is to apply for Navy Officer Candidate School (OCS) through your chain of command.
After graduation from OCS, if you want to specialize in one of the four Navy warfare branches (Surface, Submarines, Aviation, Special Warfare), then you would need to attend additional schooling before you join the fleet.
After your first or second tour of duty as an officer, you could apply for the Naval Post Graduate School to obtain a Master's degree while you are still on active duty. If the Naval Post Graduate School does not offer what you want to study, you can apply for the Civilian Institution Program where you can obtain a graduate degree at various civilian universities while on active duty.

1. Become a U.S. citizen.
2. Once you've done that, make an application for a commission under one of the several programs available in the Seaman to Admiral program. Your ship or station career counselor can help you with that.
I spent thirteen years as an enlisted Hospital Corpsman and was granted a commission with just a high school diploma.

once you get your Citizenship,apply to OCS. that is your only way unless you want to wait until you make E6 or E7 and try for Warrant or LDO.

as an Officer, you may have the opportunity to attend NPS and get yorur Master's degree on the Navy's time and Dime. Otherwise, you'd have to get it on your own, and if you are on sea duty that will be difficult.
