A dental dam is a thin piece of latex which is stretched around a square-shaped frame and held in place with what are called dental dam clamps. They are for the purpose of isolating a specific tooth or teeth, primarily during a root canal procedure, to help minimize moisture and keep the area sterile. I do not see any way it could be used to prevent an STD.

A DENTAL DAM ISOLATES A TOOTH OR TEETH FROM THE REST OF THE ORAL CAVITY. IT DOESN'T PROTECT AGAINST STD's.
