In the uk, you need a traders licence to sell used cars.(second hand car dealers licence)You need trade plates to drive used cars. These are red plates and let you drive vehicles that are not taxed or road legal? You normally need premises first, hope this helps,

A trade licence allows you to trade.

Trade plates are used by licenced traders to drive cars not otherwise registered, taxed or insured for the purposed of their business, but not for carrying goods.
For example, you can use trade plates if you need to move an unregistered or untaxed car from, say, an auction to your own premises, or for a test drive. You cannot use them for commuting, shopping, or delivering other goods.
