Well, my guess is that the little pup likes to follow the "big sister" every where and gets in the older ones space, right? For the most part, they will probably learn to get along. The spaniel will just have to teach the younger one to respect her personal space...most adult dogs don't really like pups in their face, so give it some time and let them kinda snarl and snap (as long as there is no actual blood shed let them argue). The young one just needs to respect the older. Once they establish that respect things should go pretty well between them.

The puppy is going to have to learn his place in the pack so to speak. Your older dog will be asserting her domiance over the younger dog which is normal.
Let them go at it don't be getting on the older dog when she snaps or snarls at the pup. She is just asserting her domiance and disciplining the puppy teaching him his place in the pack.

i agree with the others your spaniel sees herself as the alpha female so she is marking out the boundaries at the moment let them have a growl and squabble but if its getting out of hand try some simple training with the older one like teaching her to leave etc with treats it might seem silly but it could work
