License to store & sell alcoholic liquor is issued by the Excise Department of the State; any one contravening this can be arrested & charged for illegal storage & selling of these liquors. You must contact the local excise department officials for taking action against this fellow.

What about the Attorney General. I had a problem once--but it was with a phone company--and it was handled very will. I was impressed. Don't know if AG could/would be appropiate or not.

You can also contact your local liquor control board or whatever authority oversees the granting/monitoring/revocation of liquor licenses.
