Not sure if the Tarzan in literature did or did not have a beard. He might have had one. Johnny Weissmuller in the 1930s film versions probably requested not to have one so his good looks could show. They shaved his chest as well.

Tarzan doesnt have a beard because he shaves unlike some people I know. He doesnt have a beard because hes cool like that!

The script called for a clean shaven actor as per union rules at that time in the 30s,The Actors Guild was real picky at that time.Hell Jane couln't get pregnant,so Boy was written into the script as having been abandoned during a plane wreck.Tarzan was happy with that.

Well, being of fine south English stock, he wouldn't be prone to growing facial hair; only the peasants or the northern merchants would be capable of growing a beard. (Actually, I don't really know the answer, because I don't think that's mentioned in the comic/book).
