A tree's branches expand up and out in order to gather sunlight for photosynthesis. Oaks are a kind of tree that has particularly sprawling branches.
When you put a big huge road in between them, those branches would be damaged if they grew into the way of the cars. Same reason why grass doesn't grow in places you walk on a lot.

Grow outward? They tend to do that. And if they get in the way, people cut them down or trim them.
