Cultivating Marijuana in a building or other enclosed structure, for instance, would require certain conditions, and those conditions can be detected using thermal monitors, among other things. If you are referring to something other than what I described, you may want to ask your neighbor yourself, instead of speculating whether or not he/she is actually monitoring heat (or the lack thereof) radiating from your home or person.

This type monitor does exactly what the name implies. It seeks temperatures. Maybe your neighbor thinks you keep your house too hot and are wasting energy. It cannot do anything else. Keep your shades and curtains pulled and he will have nothing to look at. Just for fun, get one of those laser pointers and aim it back at him when you see him with his monitor looking at your house.
