You shouldnt get ingrown hairs on ur legs...so dont worry about that. As long as you're not shaving every single day, you should be fine. Get a really nice shaving cream... (ur choice...go shopping!) and then get the venus razor, which works great. Make sure you dont use the cheap, disposable razors, since they irritate your skin. U're good to go!

If you do not have a shaving cream, try using a hair conditioner. Clean your legs with soap and water and lather the conditioner. To have the silky feeling you need to shave against how your hair grows. Razor will make you itch once it grows and believe me it isnt so nice.

You can also try using hair creams. Just leave it on your legs for 5-10min and then wipe with clean cloth. It'll remove hairs from the roots and will leave you itch-free too!

Don't forget to put on lotion once in a while.

Take a brand new high-quality razor and disinfect it with alcohol. Then wash and soap your legs with hot water, practically scalding. Immediately lather with moisturizing gel, shave (don't shave against the hair, shave down the shafts toward the ends of the hair). Dry off and put on lotion. You must put lotion on your legs regularly otherwise you will definitely get ingrown bumps. Throw the razor away, don't use it again.

Ingrown can be a problem, but easily solved by exfoiliating on a regular basis. Waxing is the best way to go, you wont have to do it as much.
