Yes, I agree with the other folks here. It is pretty cold and if it's a tough winter, it could get very cold. It's also a wet cold which is colder than dry cold as the wet seems to seep into your bones. Anyhoo, winter clothes, layering as you will be going in and out of establishments. As for going to Times Square - agree again - very tight security. You cannot even get out of the area to go to the bathroom, so bring a large container in which to pee. You may be locked in for many hours. Very crowded, very noisy, lots of people peeing their pants. If you like that atmosphere, you'll love Times Square on New Year's Eve. There are many parties throughout the city which are also quite enjoyable and you'll have access to toilets. Have fun, it's an awesome time to be in the city as many people actually are away visiting family or vacationing elsewhere.

NY/NJ has been unseasonably warm the last few winters, so around that time it wouldn't be uncommon for it to dip up into the 50s during the day.
I'd suggest wearing layers, as everyone else has suggested. It may seem cold at first, but after walking around the city all day in the sun can really start to make you hot.
As far as Times Square on New Years, you have to be there about 12 hours in advance to begin lining up for security. Around 4 pm the entire area is gated off--you can't bring any alcohol in and there are no bathrooms, so you're just standing in a huge crowd for 8 hours straight. I did it two years ago and it's not worth it.

Bring jacket, sweaters, walking sneakers it might be pretty cool during Dec. Don't bring too many stuff with you, b/c there's a lot of shops in NY and NJ. NJ have a lot of malls and certain malls only 3% tax!!! I went to NY every new years eve and it's crowded, ppl are pushing, very dirty and messy. I usually go into some clubs to celebrate instead of standing outside in the cold. But since you never experience it, you should def check it out.

The good news is that due to global warming December is somewhat mild (I wouldn't wear shorts, but it probably won't be frigid like 25 degrees). You need the basic winter gear like coats, gloves, scarves, etc. Don't be surprised if it's in the 50's in December. As for Times Square, I never went to New Years but I can tell you security is tight. The crowding is unbearable. If you like parties then it's worth it to attend.

Dress warmly and in layers.
I've NEVER been to NYC on New Years Eve and can't ever imagine myself being there. Anyone I know that has done it makes me wonder if the people that go there are all insane.

You asked an somewhat open ended question so the respond is it relies upon. it easily relies upon upon your convenience point. in case you could splurge flow to the Waldof or the Trump. in case you like a trendier lodge --- try the W lodge on 18th St and Park Ave South.
