Yes.
You can go to your bank and request a cash advance off the card. You do not need a pin number for that.
However...think about that before you do it. It will be just like a credit card transaction and you will owe the interest rate if you do not pay it in full when you get your credit card statement.
There may also be a transaction fee from the bank. In addition, you need to have enough available credit on the card for the advance to be approved.

In order to get a "Cash Advance" if you don't have the PIN Number you need to physically go into the bank and have a teller process the Cash Advance. When you do this they will request ID to verify it is you.
Also, you can not get Cash Back on Credit Card purchases, the POS terminals do not allow this. But you can also call and request that they send you "Convenience Checks" as someone else suggested.

Uh You better report that card as being compromised and cancel it with your bank! They do not need your PIN to now sell your card #, or to use it themselves to clean out your account or go on a shopping spree on the internet! NEVER NEVER NEVER give out your credit card, bank account or debit card number over the phone to someone who calls you asking for it. Besides, this Walmart and gas card scam is well known. You will NEVER receive these two things you just gave your personal info for. CANCEL your card NOW! Call the 800 number on the back.
