No it's called strategy. They are strategically placed there for 2 reasons.

1. You wont be upset in the long lines
2. You will read them because you are trapped there find something interesting not have time to finish the article and buy it

It is rude to not put it back where you got it from

Is there a reason that the person that actually buys that magazine should get a used copy ? Go ahead and read it, pay for it, take it with you.

Only if you slow the line down reading. They put them there hoping some article will attract your attention and you will not be able to read the whole thing while waiting and so buy the useless thing.

No, they are counting on the impulse buy and hoping that if you don't get to an article or don't finish one you may just buy it. They place them in that spot for marketing purposes. Otherwise they would be in the magazine section.

Not really. It is an effective sales and advertising strategy. You won't be able to read the whole thing anyway. The least you can do is buy the whole thing if something in there catches your interest.

i dont think so, if i see something interesting i will grab one and start reading. if i dont get to finish the story i will buy the whole thing lol.
