My solution:
Blankets layered with towels on one end of the pen/box and puppy potty pads on the other (cheapest at Walmart... but if you know a nurse/doc etc CHUX work too).
Once the pups figure out to potty on the pads it is much easier on my washing machine. The blankets layered with towels on top means I can pull up just the # of layers that are soiled.
As the pups age, you can duct tape the pads down so they don't become playtoys... Of course, you will have toys in the pen to also make that less likely.
I used to use pine chips and chicken/hamster bedding in a litterbox... but found out that pine contains a neuro-toxin when ingested... it also gets strewn through the house.

Newspapers are not good. They get wet, smell, make the pups black, and do not provide good footing.
The best is the synthetic lambs wool that you get through pet suppliers. It lets wetness go through ( you can use newspaper under it), but it keeps the pups dry and provides good footing for them.
Change all bedding twice daily at this age.

I would go to a thrift store and buy some large towels and small blankets and just keep changing them out for now. These can be washed and reused. Also every couple of hours you need to start putting them outside on the grass so they can start getting the idea that this is where they need to go.

better than cedar chips, that hamster cotton fluff stuff. i like that cause it works and it comes in cool colors. I guess the cedar stuff is ok but id say the cottony fluff is better for the puppies. I have this for my kitties and used it for my hamsters.its good, absorbant and non-smelling if yu change it accordingly :3

Yu can get it at Petco or Petsmart, thats where i buy it :3

Try puppy pads, they are absorbent on one side and plastic on the other so nothing "seeps" through. You can get them @ petsmart/walmart etc.
