Before flint and tinder the only source of fire may have been entirely natural. Either through extreme heat or from lightning strikes, to somewhat primative people this may have appeared to be the work of supernatural creatures - even gods.

For the most part, the discovery of fire seems to have been retconned into most religions. I seriously doubt that someone was around to chronicle the receiving of fire from Prometheus - it was probably simply folklore that worked its way up to such a high status. Much like certain, currently practiced religion's stories.

Well, you're a primitive person and it's way back in the day. You have rocks and sticks that you can beat people with. One day, you discover fire. Rocks and sticks can be controlled by people. Fire is harder. It requires strict discipline and knowledge, or else it will tear through your entire settlement and destroy your family. You must please the fire and keep it calm and happy, or the fire will devour you and everything you hold dear.

I imagine that has a lot to do with it.

Anything that has power over you, or that you rely on can be god. Fire has the power to provide warmth or to destroy. Why else would they think fire was god?

Gods have to be feared to be effective. Fire was feared because of its destructive power and was therefore given a God status.

Fire was a "blessing" as it provided heat, light and eventually to cook food. It became an icon for all it provided when there was none before

Much like JC gave hope to his believers....
