If this is exclusive to madden, blame EA they're just not very good developers. If this is an overall problem, try assigning a static IP and putting it behind a DMZ. I would suggest going the the official PS3 forums for this and asking under "Playstation Network", you can generally get very good help there if you don't get your answer here.

If you are already using your broadband connection to access the internet from a PC, then yes you will need a router/switch to split the internet connection so your PS3 can share it. The only other way to connect your PS3 to the internet would be directly through the cable modem (assuming this is the type of internet connection you have) via ethernet cable. But doing it this way would only allow your PS3 to access the internet, and nothing else in your house.

If you use wi-fi - try removing obstacles and minimize distance between router and PS3. If you use wired one - reset your router. If your PC is on at the same time, than may be you download something-that decreases your internet speed.

are you connecting wirelessly or directly with a cable? Do you use a router? You might want to reset your router and give your system a static ip address vs. a dynamic ip address.

You can connect with a wire and contact your local Internet company.
