Washington is a district. That way no one state has the nations capital. However it is on a map between Virginia and Maryland. Washington D.C
(edit) In Canada is it 10 provinces and 3 territories .
I believe this question is not about the US school systems.

Washington, D.C., or the District of Columbia, is located between the borders of Maryland and Virginia. Most of D.C. is located inside what's called "The Capital Beltway" or Interstate 495 (I-495).
The district is roughly diamond shaped (four sided), although part of D.C. was given back to Virginia years ago. This is now known as Arlington County, and is located southwest of the Potomac River.
D.C. is broken into four quadrants: NW, NE, SW, SE and the streets are laid out as a grid that make up the quadrant. So, with regards to your question about the White House...it is located in the NW. As a whole, the grid for D.C. is based on the location of the U.S. Capital building. There are 4 streets that originate at the Capital. They are N. Capital, E. Capital, S. Capital, and W. Capital. These define the quadrants.
With regards to the guy from Canada...what can you say. It's so cold there, and there isn't much to do but drink crappy beer. Oh well!

Make sure you're looking for Washington, DC, near the East Coast of the U.S., and not Washington State, in the Pacific Northwest. That is probably what causes your confusion.
The White House is just a few blocks roughly due north of the Washington Monument in a square bordered by 14th Street NW, 17th Street NW, Constitution Avenue (which borders The Ellipse), and H Street NW (which borders Lafayette Square): http://maps.google.com/maps?tab=wl&hl=en&ie=UTF-8
The District of Columbia--Washington was once called the Federal City, by the way--is bordered on three sides by the state of Maryland and on the fourth by the Potomac River. Cross that river, and you are in the Commonwealth of Virginia. Originally, the river ran through Washington, but in 1840, all the land on the Virginia side of the river was retrocessed into Virginia and is now Arlington and Alexandria.
Hope that helps.
