Couldn't there be a more efficient and environmentally sensitive way to clean the sidewalks.
I'm amazed people in New York do this every single day...

There is a more efficient way to do this. There is something called SIDEVACS which are used in many U.S. cities today. This clean the sidewalks and curbs by scrubbing them with a minimum amount of water. The only thing needed is $ and the will of the government to do this. YET most cities do this once monthly and daily cleaning is up to the people. We could just sweep the sidewalk but since we are a FAST paced people (especially in New York CIty) doing it with a water hose is better.

If people don`t litter ,and if there are trash cans all over the place ,there would be less need for the hose pipe.

In Holland, it was tradition for everybody to clean in front of their houses for many hundreds of years already

It's nasty walking on the wet sidewalk. But i can't think of any other way to clean it tough.
