I heard back then during PS3's launch that you needed to purchase additional cables if played on a newer HDTV TV set. In other words, I'm wondering if I want to get a PS3, is getting a better TV basically a "hidden cost?" I know sooner or later HDTVs are a must when USA officially changes into HDTV TV programs only, but as far as for gaming, would a old TV not be able to show the "general" graphical improvements of the PS3? Thanks!

No the PS3 graphics are still much better than the PS2's. Even on a non-HDTV. Once you do get a HDTV however you will be amazed at how much better it looks from you standard def. tv!!!

PS3 is amazing.

You can make it look a bit better but overall I think it's you who don't like the look of the games anymore because you have seen something better. I used to think some PS2 games like God of War 2 looked amazing but after getting a PS3 and playing PS3 games I just don't think PS2 games look all that great. Same way I don't think DVD movies look very good after having watched a bunch of Blu-Ray movies.

Yes, the PS3 would still look much better than a PS2 on a standard TV, apart from the resolution improvements there are so many other things that are improved on the step up because of the PS3s extra power.
Things like;
increased draw distance (so you can see much further into the horizon without 'fogging')
more 'enemies' (e.g. there's 16 cars in the new GT5 as opposed to just 6 in the old PS2 versions.)

I'm still playing on my old 26in crt six months after i bought my PS3 and am happy to wait for the prices to fall a bit more before i take the plunge on a new shiny 1080p set.

I've used my PS3 on a 13" TV I bought at a supermarket for ~$50 and the graphics did look a lot better than the PS2. The edges of the sprites were smoother, and the reflective surfaces looked very good too. Of course it's not nearly as good as a full HD set up, but it is better than a PS2 on the same TV.

An HDTV would give your higher resolution and better contrast ratios, but you don not need it to see a difference. It does make a difference and the text may be a little harder to read on some games that were designed to be played in HD. What youe will see a difference in, though is lighting, particle effects, polygon counts, number of enemies onscree, draw distances and overall greater detail in level design. HDTVs undoubtably show a difference, but they are by no means necessary.

You don't need a HDTV to get PS3 games to look better than PS2, you only need one if you want to get the most of the PS3 graphics

It will show a lot of improvement. An older tv can still show up to 640p, and hd is 720p, so in the end, the graphics that are being generated by the PS3 will look great on any tv. They just won't be "HD". We use our PS3 on a non HD tv and it looks very nice.
