I would like to publish a reference book on rare topic.?

This is an engineering subject ,but not comes under any conventional topic and not being taught at any university also.It is related to power sector non technical losses.This is my maiden attempt and whom should I contact?

To a Professor not directly related to your Topic so that He could Cross-check your Admirations & Opinions .
