Right-click on cell, choose "Format cells"
Click "Number" tab
Choose "Custom" in the list of categories.
On the "Type:" blank, please type 0000
Click OK

you can format the cell to show as a 4 digit number - go to Format - Cell - Number - and choose Custom from the list, then it should give you a box at the top under Type: and if you type in there 0000 then press OK, it will stay like that in number form

If you dont want decimal points and youre not doing calculations you could always format the cells as text, or under format cells, number, click on custom and set up a custom format just how you want.

You need to format your cells with a custom format.
Select custom, then for your format enter either:
hh:mm - for hours and minutes
or
mm:ss - for minutes and seconds
If you are needing a decimal, pick the number format and set the number of decimal places to 4 or however many decimal places you need.
If you have trouble, go to Excel's help and do a search on "custom formats". Then select "Guidelines for custom number formats". In the help window that pops up, go to "Dates and Times" then select "Displaying hours, minutes, and seconds".

If you are not doing calculations, format the cells as text.
If you are doing time calculations and set the format for time, just remember the format looks like hours and minutes, it is really the time of day as a fraction of a day, you may need to factor it by 24 to decimalise.

You can also use the time() function
To put in 0000 as a time into excel type:
=time(0,0,0)
The time function allows you to enter other times too; for example, 10.25 would be =time(10,25,0) or 10hr 25 mins and 30 seconds would be =time(10,25,30).
