Not really, depending on which part of the world you are. I know all restaurants provide them if you ask for them. They just keep them away so that the dining experience would be more authentic but if you feel that you can't really master the use of chopsticks then go ahead and ask! Happy dining!!!

It would be no more rude to ask for a knife and fork than it would be to ask for a steak knife, or a butter knife or a coffee spoon or a salad fork in ANY restaurant. They are there to serve the customer, not force you to comply with their customs.
BTW, I've been in literally dozens of Chinese restaurants of all calibers and all over the US and they all have knives and forks on the tables. In most cases, I have to ask for chopsticks.

I have been told that it is Chinese custom to serve food already cut in small enough pieces to be able to just eat it & asking for a knife can be viewed as mildly insulting to the chief. But in a modern restaurant I sure they don't care.

I do not see why it would be rude to ask for a knife and fork. You are a customer. Their business depends on customers enjoying their dining experience, recommending the restaurant to friends and returning to eat there again. Remember the old adage "The customer is always right." Besides you are there for the food, not the cutlery.

Yes, in my opinion.
Imagine you owned a steak house(or whatever place that used forks and knifes) and a Chinese person walks in, orders a steak and asks you for a pair of chopsticks. How would you feel?

You are the one paying them. This makes you the boss- by all means ask for a knife and fork

No way. I'm Chinese and I don't expect for people to know how to use chopsticks. I wouldn't expect for people to know how to use it. My sister sometimes still asks for a fork. :)

Yes,Ofcourse...Its the same as if you make a dish with your hands for your beloved and instead of appraising yo if she picks out some mistakes in your preperation...
Imagine how would you feel after all the hard work and love you put into that dish?

Not at all. You knew that, I'm sure and the reason I'm on this is your 'q' reminded me to ask - do Chinese manage chop sticks when eating spaghetti?

no. study the chopstick however. while i grow to be a toddler I continually figured you may p.c.. up greater nutrition with the fork, yet if you grasp the chopsticks that's not real, you may p.c.. up greater nutrition with the chopsticks while mastered.
