sand it all down then plaster again !!! thats what we had to do ;^(

douse it it water mixed with washing up liquid, let it soak in for a few hours, then use a wall paper steamer and a scraper. it may help to score the plaster with a knife. If your patience runs out or it doesn't work have the wall re plastered.

Hire or buy a big belt sander, that will make short work of if. Don't forget some dust masks too.
Alternatively you could just skim over it, either with the services of a plasterer or with some Polycell smooth over if you prefer something conveniently available from a DIY shop.

I removed Artex from my walls with a steamer and I never had any trouble. Make sure you cover your floors first though or you'll have an awful mess to clear up.

Before you try sanding or skimming, try to scrape it all off. Wet the area down with water, wait a few minutes for it to soak in, and tray scraping off with a wide putty knife. it should come off with out too much trouble.
