actually, a '99 is the second half of the 2nd generation (1st generation '89-'93, 2nd generation '94-'02 with transition to 24v in mid '98) ... as of '98 mid year, the CTD is a 24 valve design with electronic injection system.

lack of towing power being this is something that started recently or has always been low on towing power??? the standard gearing is 3.54 ratio with the available 4.10 ratio (designed for more towing of heavier of loads). there are plug in modules, commonly referred to as chips or programmers that change up the electronic settings in the computer to give added HP, Torque and shift points to name a few. these chips also can drastically increase your fuel mileage too.... I would recommend not exceeding a 75 HP boost without some major mods to other drive train components!!!

likewise, if you have oversized tires on the truck, that can have a pretty drastic impact on towing unless you are driving faster to get the rpm up in the 1800-2100 range, which is where the CTD is designed to have the best towing performance.

if this is something that just recently started, simple thing to check is clean fuel filter, as water / trash can cause lack of power / sluggishness (replace every 20K miles max).... also could be the lift pump or fuel pump getting weak (100-150K miles), injector pump getting weak (125-175k miles), injectors need cleaning / rebuilding (125-200k miles).

That's the first gen== depends what your trying to pull 10.000 lbs>Not much hp there> If the engine is in order put a module 65 hp+ or is the exhaust plugged>Fuel issues>Filter injector lift pump>The list is long have to check out the system till you find the problem >>Check dodge diesel forum.com & other dodge diesel forums >>> for your issues they might be able to help>>

try your fuel filter and then from that chk your lube in your transmission if it is standard tranny if it is automatic then chk fluid also chk the gear ratio for the towing package with the dealer how heavy is your trailer/or unit you are trying to pull tha might be the problem how many miles does the unit have on it if it automatic the clutch plates in the tranny may be slipping.........
