There could be any number of reasons why parking facing the wall is preferred. From a policeman's point of view, all vehicles have plates on the back, but not necessarily the front. If they want to check a plate number, this saves them having to put down the doughnut and getting out of the cruiser...
The towing reason is valid as well. If the spots are angled, pulling out into traffic could be difficult due to visibility and the road might not be wide enough to allow a swing into the opposite direction.

I too heard it for the first time and would like to know the reason. I always park in reverse so that it is easy to get out.

We put those signs up at my workplace to stop the building being filled with exhaust fumes whenever anyone reversed into a parking space which backed on to a low level window.

First of all I agree with Steve C because the carbon monoxide is dangerous.
Also, when you pull out in reverse any cars that come in and out will see the tail lights of your car pulling out and will take precautions even though I preffer to park in reverse so when I drive out, I see both ways better and it is more easier.

I know in my aunt's condo complex, it's so they can see the parking permits.
What's dumb, though, is they only have that rule on one side...the other side the cars can be pointed either direction.

most cars have back plates and not all have front plates so security can check the cars
