Do celibates masturbate? Of cause yes. Some celibates masturbate. But the issue is, what is the effect of masturbation on celibacy? Without wasting words I will say that masturbation destroys the very essence of celibacy.

Masturbation will break the vow of chastity of a celibate priest, religious sister, or religious brother.

Judeo-Christian tradition has taught for thousands of years:
1. Single people should be celibate.
2. Married people should be faithful to each other (adultery is wrong).

The Catholic Church recognizes the power of sex when it teaches, "Sexuality affects all aspects of the human person in the unity of his body and soul."

Chastity means the successful integration of sexuality within the person. A chaste person's body and spirit lives in unity and opposes any behavior that would impair that unity.

Masturbation is contrary to the human dignity of the person, anyone about whom the person has lustful thoughts, and the dignity of human sexuality.

For more information, see the Catechism of the Catholic Church, section 2352 and following: http://www.usccb.org/catechism/text/pt3sect2chpt2art6.htm#2352

With love in Christ.

Despite the answers from a religious point of view. There are 2 kinds of people in the world... Those that masturbate and those that lie about it.

The bible does not specifically address Masturbation. It does tell us that selfishness is sin. So if this is done out of selfishness it is sin.
