If Windows XP was installed with an NTFS partition, you must first remove the partition.

Warning: When you remove the partition you will lose all data -- backup to some other media.

After you have removed the partition, you can boot from a Windows 98 Installation CD and install Windows 98.

May I ask why you want to go backward?
Are you aware that Microsoft no longer offers support for Win98?

If you insist on going backward, you will have to uninstall XP, Restart, and Install Win98. Be sure to backup or copy any files you don't want to lose to some sort of external storage.
