I have heard of two rescue groups out there, one is in Arizona, I believe, and the other is in Canada. If I remember correctly, they both rehabilitate ACDs and put them to work on ranches, where most of them belong.
Please have your friend go on the Internet and search ACD rescue groups-their dog is in great danger of being put down. Most shelters don't really like to deal with them because they can be so difficult.
I just joined an ACD chat group, so I will ask them if they know of anyone. If I find a place, I will add to my answer.
Poor ACDs have this problem because they are a breed that is very difficult to own. More people need to do the research before getting one of these dogs, as they are not for the average household. Most of them are not good with kids, as they see kids as something to herd, and ACDs herd with their teeth.
Please tell your friend to be patient, this dog is just in the wrong home, and it would be unfair to let him die for that.

Find a no-kill shelter in your area. Here is two websites that has a list of no-kill shelters in every state:

Make sure they take him to a shelter with a no-kill policy because the shelter will help place him in a home with no small children.

a mixture between an Australlian farm animals dogs and Blue heeler may well be stated as a Texas Heeler. My grandmother has one, she is extremely hyper and likes to harass the horses and cows. My dad had blue heelers, and that they are very unswerving and protecting.
